About Student Parking Permits

Rutgers University provides parking for all students of our academic community. Everyone who parks at any of the Rutgers campuses is required to have a valid parking permit. With campus life placing students in multiple campus locations throughout their day and/or week, we present a parking permit program that is considerate of access and travel within the campuses.

New Brunswick Campus:

We offer two types of permits: Commuter or Resident. One primary permit, with the option to purchase a secondary. The primary permit is for one campus. The secondary permit allows you access to lots at another campus. For either the primary or secondary permits, students can only park at the student lots during the designated times (see below). College Avenue campus is not available for secondary permits. Permits are available on a first-come, first-served basis.    

• Primary Permit: This is the permit you elect as your first choice and the primary campus you will be parking in.
  Parking times: from 6am - 12am, Monday through Sunday. You can only park in student lots.
   
• Secondary Permit: You can choose a second campus that offers more parking flexibility during the day (optional for an additional fee).
  Parking times: from 10am - 12am, Monday through Friday. You can only park in student lots.
   
• Flex Time: Students may park at additional locations, except in assigned Faculty and Staff lots. Please refer to this link for parking guidance.
  Parking times: from 5pm - 12am, Monday through Friday.
  • No overnight parking unless:
    • You are a resident
    • Have been given special access by Parking Operations due to special circumstances
       
• Resident Students: Resident Student permits have 24/7 access to the lot associated with their dormitory.  
   

• Resident Student Flex Time: This flex time for Resident parking permit allows for parking access to any student commuter lot from 5pm - 12am.

We offer two parking permits. A Commuter or Resident permit:

• Commuter: Parking Times: from 6am - 12am, Monday through Friday. You can only park in student lots.  

• Resident: Resident Student permits have 24/7 access to the lot associated with their dormitory.

Newark Campus:

We offer two types of permits: Commuter or Resident.

Rutgers University:

Rutgers Newark East, Commuter - $330 per semester 
This permit allows you to park at:

• Parking Decks 1, 2 & 3: 6am - 12am, Monday through Sunday
• Lot 509A: 5pm - 12am, Monday through Sunday (Flex Time)
• Lot 509B: 6am - 12am, Monday through Sunday
• 261 University Ave Deck: 6:30am - 11:00pm, Monday through Friday. 8am - 7pm Saturday

Rutgers Newark West, Commuter - $120 per semester
This permit allows you to park at:

• Norfolk P1 Parking Deck: 6am - 12am, Monday through Sunday*
• Lot 509A: 5pm - 12am, Monday through Sunday (Flex Time)

*This deck is located at the Rutgers Health campus. This permit is meant as a park and ride option.  Students can park at the deck and travel to and from the Rutgers Health Campus to Rutgers Newark East campus by using Rutgers transportation.   

Rutgers Newark East, Resident - $600 per semester
This permit allows you to park at:

• Parking Decks 1 & 2: 24 hours, Monday through Sunday

Rutgers University-RBHS:

• Rutgers Health Newark, Resident 
  This permit allows you to park in the Norfolk P1 Parking Deck
  Parking times: 24/7
   
• Rutgers Health Newark, Commuter
  This permit allows you to park in the Norfolk P1 Parking Deck: Lot 1, Lot 1A, Lot 1B, Lot 2, Lot 4A, Lot 5B, Lot 6, Lot 7, Lot 9, Lot 11, Lot 12
  Parking times: 24/7, 7 days a week

Camden Campus:

We offer two types of permits: Commuter or Resident.

• Camden Permit (Commuter): This permit allows you to park at all the Student Lots
  Parking times: from 7am - 9:30pm, Monday through Friday. No secondary permit.  
   
• Camden Permit (Resident): This permit is for resident students living on the Camden campus  
  Parking times: 24/7

Student Refund Policy

Refund requests must be submitted within the eligible period required as defined below. All requests will be reviewed and processed accordingly.

• Student refund requests must be submitted on or before the semester’s add/drop deadline, as outlined in the academic calendar for the student’s enrolled school. Requests submitted after the add/drop date are not eligible for a refund or permit exchange.
   
• Students with extenuating circumstances or a change in affiliation with the university can submit a case to request a permit refund.
   
• Student permit inventory is updated in real time from the parking portal. If a student wants to change a current permit, the student must consider the availability of the desired permit and the refund eligibility of the current permit (see above for the refund period limit). To proceed, log in to your parking portal account and, under My Account, select the Manage Permit tab and click on End Permit Lease to submit a permit cancellation request. Requests are processed in the order received, and confirmation will be sent when the request is approved and the refund is processed. Once permit cancellation is finalized, students can log in to their parking portal and purchase any of the available student permits according to the student's affiliation. Desired permits are not guaranteed and cannot be reserved during the permit cancellation for permit repurchase process.
   
• Rutgers Health (formerly RBHS) annual student permit refund request for a semi-annual refund must be submitted before the Spring semester opening of the student’s enrolled school.
   
• Any approved refunds will be issued after all outstanding balances have been satisfied.

TRANSACTIONS NOT ELIGIBLE FOR REFUND

• Daily permits from portal (unused or used)
• Additional Parking
• New Brunswick Keycards or Newark Access Cards
• Temporary Permits (e.g. Type 4 permit)
• Paid citations and late fees
• Transient deck fee from kiosk and app
• Tow or immobilization fees

If you qualify for any of the above statements, complete and submit the Refund Request Form.

Guide to Purchasing Your Permit

When you sign into your parking portal, the platform will display your parking options on the right side.  

• For New Brunswick: If you are a commuter or resident, the platform will populate the appropriate permit option for you. You can pick your Primary Permit with the option to add a secondary. College Avenue campus is not available as a secondary permit. Permits are available on a first-come, first-served basis.
   
• For Newark: If you are a commuter or resident, the platform will populate the appropriate permit option for you. There are no options for secondary permits. 
   
• For Camden: If you are a commuter or resident, the platform will populate the appropriate permit option for you. There are no options for secondary permits.
   
• For Rutgers Health in New Brunswick and Newark: If you are a commuter or resident, the platform will automatically populate the appropriate permit option for you. There are no options for secondary permits.
  Permits are sold in academic segments: Annual, Six Months, or Monthly

Gated Lots and Decks Access

Newark Campus 

License Plate Recognition (LPR) is the current system used in all parking decks on the Newark campus of Rutgers and Rutgers Health. Permit holders are validated and granted entry based on the scanned license plate registered to the active permit. Accounts must have a valid permit, with an active vehicle (License Plate must be entered correctly).

Alternative access credential 

The ParkWhiz mobile app is an alternative way to access the decks if the LPR fails to capture your license plate at the gate. The mobile app is free to download from mobile app stores.  

To activate the ParkWhiz mobile app option, you must first log in to your parking account: parkingbase.com/c/rutgers/home  

• Go to My Account, select Permit
• Click on Accounts, and under Action, select Manage 
• Select Edit vehicle for your primary vehicle and add mobile number in the field labeled “Phone” and hit Save. 

Set up the ParkWhiz on your mobile device and follow the instructions below:

• Download the ParkWhiz app from Apple store or Google Play Store
• Tap MORE at the bottom right, then select Activate Monthly Parking
• Select Get Monthly Parking
• A text message screen with a generated code will open, select send to register
• A text message will be sent to your mobile confirming successful device setup
• Tap OK to allow the ParkWhiz app to connect via Bluetooth with gate reader
• A QR code will generate to scan at the kiosk
  
  

Guidelines when accessing the LPR operated decks:

1. Approach the entrance/exit at a reduced speed to allow successful camera read
2. Make sure that your front/rear license plate are free and clear from obstruction
3. Do not tailgate the vehicle in front and wait for the gate arm to raise after LPR scan
4. If LPR read fails, scan QR code from the ParkWhiz app as your alternate credential

What if I only drive to the campus occasionally and don’t need a semester permit?

Students who occasionally drive to campus have the option to purchase a daily permit. If you have a full semester permit, you cannot purchase a daily permit.

1. Sign in using your NetID at My Parking Account.
2. The system will automatically display your semester permit. Select the Daily tab found on the upper left-hand side to proceed with purchasing a daily permit.
3. Select the date and time frame for parking. The parking fee is $5.00 for the first 8 hours, with an additional $5.00 fee for every additional 8 hours.
4. Select the lot permitted for students (Daily for Students).
5. Follow the prompts to complete the transaction.

Below are the locations where the daily permit allows you to park:

• New Brunswick Campus: Yellow Lot/915 at the Livingston Campus, 6 am - 12 am, Monday through Friday.
• Rutgers Health Piscataway Campus: Lot A or Lot B, 6 am - 12 am, all week.
• Newark Campus: Norfolk/P1 Deck, 6 am - 12 am, all week. Parking fees are as published at the deck. Pull a ticket to enter. Rutgers shuttle service is available for transportation.
• Newark Health Campus: Lot 1, Lot 2, Lot 4A, or Lot 7, 6 am - 12 am, all week.
• Camden Campus: City Lots C15 or C16, 7 am - 9:30 pm, Monday through Friday.

Please note: Permits/reservations listed as Unused expire on the date of purchase and cannot be updated for future dates. No refunds are available for daily permits.

Additional Parking

Additional Parking

Requests for additional parking privileges are reviewed by the department for consideration. Submitted forms do not guarantee approval, and a valid parking permit is required to file the request. Additional parking requests are examined on a case-by-case basis. If approved, a $30 additional fee will be charged for the additional parking access per semester. 

Complete the Additional Parking Request form. Explain why, where, and when you need additional parking. Back-to-back classes will not be accepted as a reason for additional parking. Employment will not be accepted as a reason for additional parking.

Additional Parking for Medical Needs

Requests for medical needs require the treating physician to submit a Certification of Medical Needs form. The Certification of Medical Needs form will be reviewed by one of the university doctors. Both forms must be filled out completely, and once the forms are reviewed and approved by the university doctor, we will notify the student by email.
